Abstract
The upazilas have been created by up-grading erstwhile thanas. This has been done as strategy of development. They are expected to initiate and execute development programmes necessary for the upazila. The aim is to accomplish a balanced rural development taking the upazilas as the focal point of rural development.
This upazila system has created new data need for local level planning and administration. Upazila Development Monitoring Project has undertaken to provide upazila based data in the form of indicators and monitor the planning and evaluation process.
This system is very effective in determining local priority for undertaking different projects and to allocate resource in an efficient manner. Another superiority of this system is that it has much greater ability to safeguard the interest of disadvantaged groups by initiating specific programmes. Micro level continuous flow of socio-economic data are required for this type of planning, implementation and evaluation.

Sampling
Sampling Procedure
As the survey aims at providing upazila levelestimates, each upazila stnads as a separate statistical universe. Pourashavas have been excluded from the perview of the survey as these are not under direct administration of upazila parishad. For this survey, the upazila socio-economic and development indicators are thecore of study and the national estimates are not of prime interest. 40 upazilas were brought in the purview of the suvey in each year.

Supervision
The enumerators were appointed from among the local educated unemployed youths. The supervisors were appointed from among the field staff of the BBS. One officer of BBS was appointed as the supervising officer for each upazzila.
Type of Research Instrument
1. Questlonnaire-2 & 3 : Covers population, employment, demographic and agricultural information. For reliable estimates, these required relatively large number of households or population to be covered. 25 households from each of 20 sample EA were enumerated. Thus the sample size
was 20,000 households or about 1,15,000-persons in 40 upazilas.
2. Questlonnalre-4 & 5 : Covers consumption of food items for measurement of nutritional level, income and expenditure and is subject to considerable seasonal variation. 12 EA were selected randomly from each upazila, one EA being surveyed each month. For better coverage, the survey of schedule-4 was done on diary system. 16 households from each sample EA were surveyed. The sample size was thus 7,680 households.
3. Questlonnaire-6 : Covers prices of basic commodities, to eliminate the seasonal effect, the survey was conducted quarterly. In each quarter data were collected from 3 hats/bazars of each upazila. From each hat/bazar two shops establishments were surveyed. Thus the total sample size is 960.
