Abstract
1. On the recommendation of the National Statistical Council, the 1991 Population Census of Bangladesh was conducted in three phases:
1.1 Phase 1 Consisted of the 100% count of the papulation using a short questionnaire to collect a few basic population characteristics. This was undertaken during the period March 12-15, 1991.
1.2 Phase 2 was a small Post Enumerarion Check (PEC) survey to evaluate the quality of the 100% count. This was carried out during the period April 1-7, 1991.
1.3 Phase 3 comprised a sample survey covering slightiy less than 1% of the household to collect more detailed information on housing, economic, social and demographic characteristics of the population. This was carried out during the period December 26-31, 1991.
This report will cover the PEC portion (phase2) of the 1991 Census Programme.
2. Before going into the details of the PEC, the salient features of the Census 100% count will be described.

Coverage

Universe
The universe covered was the population of Bangladesh residIng in households at the time of the census enumeration. This definition necessarily excluded the following from the FEC.
1. institutional population -- persons living in military barracks, confined to hospitals or , sanitariums, prisons, etc.
2. the "floating population --persons that did not reside in a household but slept on the streets, at railway station, etc. This category would also extend to people who were in transit on the "census night" whether they were in hotels or travelling on trains, boats, etc.
The FEC did however, include persons who resided in "messes" or "group quarters" at the time of the census enumeration.
