Abstract
Bangladesh Bureau of Statistics (BBS) is continuously exploring user demand and extending additional efforts in undertaking censuses and surveys of diversified areas to meet the data need of the users. "The Opinion Survey on Power Supply 2016-17" is the second ever effort of BBS in its kind since it was conducted following a different interview technique by using telephone call (mobile to mobile, CATI technology). On the other hand, it is different from other surveys of BBS as it focuses to know the perception of the users of electricity across the country in National and Division level. This perception survey provides valuable information on current status of electricity distribution and its satisfaction at user level and sector wise business level. It may be noted that the findings furnished in this report are fully based on people's perception. It would also be worthy to mention that the survey report will be a valuable source of information for planners, policy makers and concerned stakeholders as a whole. At the same time this will be useful as benchmark information towards future guidance in undertaking similar survey in nationwide perspective.
At the initial stage of designing "The Opinion Survey on Power Supply 2016-17", BBS organized several meetings with mobile phone operators in order to understand the available information of registered mobile users and to obtain a population frame (list) of the subscribers where Bangladesh Telecommunication Regulatory Commission (BTRC) extended all out support. This has facilitated the process of complex sample design from an authentic frame. The financial support of this survey is provided by the Bangladesh Energy and Power Research Council (BEPRC). The background information and mandate of BEPRC is as follows:
The Bangladesh Energy and Power Research Council
To bring technological innovation in energy and power sector as well as to ensure energy security through research and development, Bangladesh Energy and Power Research Council (BEPRC) was established on 2 February 2015 pursuant to "Bangladesh Energy and Power Research Council Act, 2015". BEPRC responds to the need for new supplies of affordable and sustainable energy to boost the fast growing economy of Bangladesh. The vision of BEPRC is to provide the intellectual leadership to seek innovative solutions for efficient, cost-effective and environmentally sustainable development of Bangladesh's energy and power infrastructure. The Council will provide the platform to attract experts worldwide, and help to create in-country expertise through scientific collaboration. It will strengthen and mobilize research capabilities at universities, public/private research organizations, and industry practitioners as well as assist individual entrepreneurs to develop applicable technologies and systems for the development of the energy and power sector. BEPRC focuses on research and development in the energy and power sector through innovation, incubation and entrepreneurship (12E). In a broad sense, BEPRC will work to seek innovative solutions to meet the needs in the power and energy sector, provide incubation for entrepreneurs through funding and research space to try out new solutions as well as link entrepreneurs with investors —both domestic and foreign —to disseminate their findings in Bangladesh and throughout the globe.
Objective:
The overall objective of this survey was to gather information about power- related opinion in Bangladesh. The survey intended to explore multiple energy use in Bangladesh. In addition, it also wanted to explore satisfaction with electricity provisions, perceptions about the quality of electricity and confidence on power development as well as electricity-saving strategies. Views on policy preferences were also explored.
The primary and broader objective of the survey was to gather information on power-related behavior and perceptions from the respondents. More specifically, the survey intended to:
• Explore multiple power source use in Bangladesh
• Sector wise and division level power related services
• Explore satisfaction with electricity provisions, perceptions about the quality of electricity
• Explore electricity use in cooking purpose as well as electricity-saving strategies
• Explore views on policy preferences of current and future power-related issues by the Government.
The ultimate aim of the study was to provide the Department of Energy (DoE) with valuable empirical evidence that would assist the DoE to deliver on its mandate.

Sampling Procedure
The research universe thus includes all Bangladeshi citizens 15 years and older. In order to achieve a national and divisional representative sample, a sample was designed that ensured all people in Bangladesh, 15 years and older, were represented, regardless of race, class, residential status etc. A complex sample design was used that included stratification and multi-stage sampling procedures. The explicit stratification variables that were used in the sample were divisions/ciry-corporation urban/rural population and people living in different types of areas (e.g. formal urban, city-corporation, rural traditional authority areas and agri-farms).

A draft pilot questionnaire was developed by the Department of Power i.e BEPRC. The BBS commented on the draft pilot questionnaire and gave the feedback to the Department. The questions were formatted to fit the Bangladeshi Social Attitude Survey format and piloted in a urban set-up. Subsequent to the pilot, feedback was given to the Department of power and a final questionnaire was designed. A training manual was also developed that explained difficult concepts in the questionnaire as well as new technology. The questionnaire was translated into Two languages- namely, Bangla and English. (Annexure- II).

Data Processing

Cleaning Operations
The final data set was given to the statistician for benchmarking and weighting purposes. As indicated in Table 2.1, in Summer round 14996 & Winter round 13879 people were interviewed, a total of 28875 people were interviewed during this study and clean data set it shows 19600 interview were responsive which was acceptable. Since the purpose of the study was to look at households, the interviews were weighted up to represent households in Bangladesh. After weighting, this study is representative of 31.70 million households in Bangladesh (Table 1). The households were calculated by using data from Population Census 2011. The final data set (unweighted and weighted) are disaggregated below by key demographic variables.
