Abstract
After emergence of Bangladesh as an independent country in 1971 most urban areas including Dhaka, Chittagong, Khulna and Rajshahi cities were confronted with the problems of a sudden and large influx of people coming from all over the country for livelihood. To assess the socio-economic condition of this group the first Census of Slums in Bangladesh was conducted in Dhaka Statistical Metropolitan Area (SMA) in August, 1985. For operational convenience a Slum Area Census was conducted in Chittagong SMA and Khulna SMA between January 13 and February 20, 1986. Basic characteristics of slums and the slum dweliers'were collected in these census operations. Later on, detailed socio-economic characteristics of the slum dwellers were collected by conducting a socio-economic & demographic survey of slum dwellers in Dhaka SMA during October - November, 1987.
With the passage of time, influx of population from the i'ural areas to these SMAs and other Paurashavas has multiplied. A large proportion of them started building unauthorized shanty houses in abandoned land, khas or government land, along the shoulders of the highways, within the rail stations, along the rail-road tracks, industrial belt etc. In order to develop a pr9gram to deal with this influx, it was necessary to determine the actual location of the slums and slum dwellers and to monitor its growth.
While planning for the Population Census-1991, the importance of determining the status of slum dwellers was felt by the Technical Committee of the Census operation. Initially it was decided to conduct both a comprehensive slum area survey and survey of the floating population in a follow-up survey of the Population Census-1991. While announcing the population census results in December 1993, at a Press conference there were request that there should be a Census of Slums instead of slum survey for the country. It was therefore decided to conduct a Census of Slums in urban areas of the country. Identification of slum areas of the SMAs, Paurashavas, other urban areas and rural areas was started in January, 1994. It was to be done by quick count method; maps were prepared for the slums and enumeration areas were delineated.
The preparatory work was completed in December 1995. The Census of Slums and the counting of Floating Population was finally done in Dhaka Megacity,3 SMAs, .14 cities and 100 Paurashavas. The Slum Area Census was cänducted between March 25 and April 7, 1997. To check the quality of the census, a post enumeration check (PEC) survey was conducted between 15 and 22 May, 1997. A search for household based slums were done in October -1997.
The main objectives of the census were:
1. to quantify the number of slums and the areas they occupy alongwith the number of households and population located therein;
2. to collect information about their socio-economic aspects; .
3. to collect information about the reasons for coming to the slum;
4. to collect information about their demographic characteristics;
5. to collect information about landlessness;
6. to collect detail information about uprooted population;
7. to collect information about the level and extent of poverty;
8. to collect information about eniironmental variables in the slums; and
9. to collect information about health and nutrition status of the slum dwellers.

Unit of Analysis
Census of Slum Aieas and Enumeration of Floating Population was conducted in two phases. During Phase I the' basic characteristics of the slums and slum dwellers as well as the floating population were canvassed in four statistical metropolitan areas (SMAs), 14-cities and 100- Paurashavas between March 25 and April 7, 1997. In Phases-Il detailed socio-deinographic information were collected from 5% slum households during the period April 2 to 7, 1997 to supplement the census information. In order to check the quality and coverage of the main Census of Slums, a post enumeration quality check survey (PEC) was conducted in the last week of April 1997. To determine the extent of household premise based low-cost houses, a special door to door evaluation survey (SES) was conducted in the entire Dhaka SMA and in sample areas of Chittagong .SMA, Khulna SMA, Rajshahi SMA, 14 Cities and 100 Municipalities during October 1997. The enumerated information thus obtained I were then adjusted with the findings of PEC and SES.
The Report for Slum Area Census and Enumeration of Floating Population will he printed in two Volumes
