In the decentralized set-up recently introduced in Bangladesh, emphasis is given to active involvement of people in development planning at Upazila and lower levels to improve living standards of rural poor. This is possible only when the people at the local level participate in collection and utilization of appropriate statistics, identify constraints of the community, carefully examine available resources and prepare local development plans and projects.
In realization of the above facts, the Community Level Statistics (CLS) Programme is formulated with an objective of gradual establishment of a functional system of data collection and its utilization at the community level through people's participation. II is anticipated that the CLS programme will be implemented in Bangladesh by phases, eventually covering the whol.e country.
The immediate objectives of the pilot project are to:-
A) develop and implement in selected unions the system for collection and utilization of community level data with people's participation;
B) develop a capability of authorities In the seleed unlons/UpaziLas. to collect and utilize appropriate data and prepare local development plans and projects; and
C) stengthen the capability of the Bangladesh Bureau of Statistics in undertaking statistical activities in association with the people at, the grass root level.

On the decision of the Steering Committee, the pilot project is being implemented in Ghior Upazila. It covers all the seven unions and mauzas along with villages in the unions in the upazila.

The union secretaries and zonal supervisors supervised the work of the enumerators under their charge. Besides, two o.ficers from the Bangladesh Bureau of Statistics visited atmost all the unions for supervision.
